  1. Atlanta Police release video of speeding car thief chased by state troopers ATLANTA (CBS46)—Atlanta police and Georgia State Patrolmen teamed up to arrest a man in connection to a stolen Mercedes Benz. Six guns were reportedly recovered during the arrest. According to Atlanta police, a 2015 Mercedes Benz GLA was reported stolen on Saturday from Noble Creek Drive in northwest Atlanta. Hours later, an alert officer spotted the stolen SUV near Lenox Square. “The vehicle was placed under surveillance and several hours later a suspect walked up and drove away in the vehicle,” an Atlanta police spokesperson said. The officer alerted other officers and a state trooper attempted to stop the vehicle during a traffic stop. The driver refused to stop and moments later, the man crashed into a HERO unit that was stopped on the interstate. A police helicopter was in the sky recording the entire incident. Atlanta police officers later caught the suspect, who reportedly resisted arrest. The suspect was placed in handcuffs and six firearms, including a gun reported stolen during a car break-in, were recovered. The suspect, Eric D. Flemister, 26, is facing several charges including theft by receiving stolen property, reckless driving, and possession of a firearm during the commission of a felony. RESOURCE LINK

  3. Towing companies say DOT on the hook for $10M for canceling Westchester contracts Five towing companies that won contracts to service state highways in Westchester for up to a year, and then saw the contracts canceled after 21 days, claim that the New York Department of Transportation is playing politics. The DOT “may be bending to political pressure,” attorney Gary Rosen states in an affidavit, “so that the defendant New York State Department of Transportation can reinstate the prior towing companies.” The towing companies accused the DOT of fraud and demanded $10 million in compensation, in a lawsuit filed May 21 in Westchester Supreme Court. Glenn Blain, the DOT’s assistant director of communications, said in an email that the agency does not comment on pending litigation. Rosen did not identify the towing companies on whose behalf the DOT allegedly acted, and he cited no specific evidence of political interference. He represents Glen’s Towing Inc. of Elmsford; RJB Service Station Inc. of Harrison; Sal’s Servicenter in Cross River; Yonkers Towing & Recovery; and Yorktown Auto Body Inc. New York State Police, acting on behalf of the DOT, allegedly asked the companies to provide towing and emergency road services on Hutchison River Parkway, Saw Mill River Parkway, Sprain Brook State Parkway and Taconic State Parkway. They were assigned exclusive zones, the lawsuit states, beginning May 1. Four companies got one-year deals and one got a 6-to-12-month deal. The state police was not named as a defendant, and Beau Duffy, director of public information, declined to comment on pending litigation. RJB Service Station and Yorktown Auto Body had already been towing on Westchester highways for two years, under DOT contracts, and were each assigned an additional zone. The companies hired drivers, bought new trucks and equipment and supplies, and rented extra storage space. RJB Service Station, for instance, hired six full-time drivers, according to an affidavit by Robert Ballasedis, the president. Glen Prieser of Glen’s Towing bought two tow trucks for $250,000. Perry Gusikoff of Yorktown Auto Body rented additional storage space for $1,500 a month. The DOT contracts allowed the companies to charge $125 plus mileage to tow a vehicle, $100 to deliver gas, $100 per half-hour to remove a flat tire, and $50 a day to store a vehicle after the first 24 hours. Suddenly on May 11, according to the complaint, DOT official Robert Limoges notified the companies that their services would no longer be required as of May 21. The complaint does not say who has been providing towing services since then. The towing companies would not have bought trucks, equipment, hired drivers and spent hundreds of thousand of dollars, the lawsuit states, “had they known that the service would only have been for 21 days instead of one year as promised.” They accuse the DOT of fraudulent inducement, unjust enrichment and breach of contract. They are asking the court to stop the state from terminating the contracts and from interfering with their towing services on county parkways. RESOURCE LINK
  4. I-64 East reopens following fatal accident involving multiple vehicles UPDATE 6/1/21 @ 3:29 p.m. PUTNAM COUNTY, W.Va. (WSAZ) – At least one person has died Tuesday in an accident involving multiple vehicles, according to Emergency Services. Four other people were taken to the hospital with non-life-threatening injuries, the Hurricane Police Chief said. County 911 dispatchers say the multi-vehicle accident happened near mile-marker 35 on I-64 Tuesday afternoon. This is near the Hurricane exit. All westbound lanes are shut down at this time. 6/1/21 @ 5:15 p.m. PUTNAM COUNTY, W.Va. (WSAZ) – Both lanes of I-64 East have reopened after a fatal crash Tuesday afternoon near the Hurricane exit. One person has died and four others have been taken to the hospital with injuries after an accident involving 5 vehicles, according to the Hurricane police chief. The chief says traffic had already been moving slowly in the area for close to 30 minutes due to an unrelated vehicle fire farther up the road. The chief says a tow truck rear ended a mobile crane near the rest stop just past the Hurricane exit. Then three other vehicles were also involved in rear end collisions. The chief says some tried to avoid hitting the vehicles in front of them and ended up getting hit from behind themselves. The chief says this could have been avoided if drivers had been paying closer attention and maintaining a safe following distance. The name of the victim who died has not been released. 5. That might soon cost more as towing rate rises by 76% Towing rates for non-consensual towing could increase by 76% in the city of Pensacola to match Escambia County's lowest towing rate, but the City Council wasn't willing to cede control of towing rates to the county Thursday night. The Pensacola City Council voted 6-1 to increase the maximum fee a tow company can charge for a non-consensual tow from $85 to $150. In March, the Escambia County Commission approved a new ordinance that increased the towing fee for most cars in the county from $100 a day to $150 a day and increased the cap for storage from $20 a day to $40 a day. The county's ordinance also pegged the towing rates to the federal consumer price index to change each year with inflation. Like Escambia County, Pensacola had not changed its rate since 2009. Lissa Dees, parking manager for the city, told the council that towing companies are often hesitant to respond to calls for tows or wrecks in the city because the rate is so low. Pensacola Mayor Grover Robinson's administration initially proposed an ordinance that would have gotten rid of the city's cap on towing rates of $85 and matched it with the county. Tow increase:Escambia County OKs 50% rise in towing rates, inflation to determine future rate changes Stuck in 2009:Escambia County tow truck owners seek rate increase after being frozen for 11 years Spending plan:An early look at how Pensacola plans to spend $19.1 million in federal COVID relief funds The county's ordinance is much more complex than the city's, setting different rates based on the size of the vehicle, though the $150 rate applies to typical cars. The City Council rejected that idea and instead opted to keep the city's own cap, increasing it to $150 on any vehicle regardless of size. The council opted not to change its cap for storage, which is currently at $10 a day. "I think we have to be really careful about ways that we actually build inequity," Councilwoman Teniadé Broughton said. "So what's happening here is someone got into a car accident, and they have to move the car. … I just think that being considerate of making them also have to pay, now not $85 but $150 is a poor example of an equitable outcome for certain people." Council President Jared Moore said he agreed with Broughton about inequity, but also said that has to be balanced with allowing a business to operate and perform a needed service without losing money. "I think $85 is not a lot of money to have a big specialized piece of equipment," Moore said. Moore said he supported going to the county's ordinance because he believed the county commissioners had to weigh the same factors as the council members when considering a rate increase. Councilwoman Ann Hill put forward a compromise to raise the rate to $150, but not cede control of the rates to the county. Her amendment passed 4-3 with Broughton, Moore and Councilman Casey Jones voting against it. The final version of the ordinance passed 6-1 with Broughton as the only no vote. The ordinance must pass a second vote next month before going into effect. RESOURCE LINK

  10. From WSDOT: On Wednesday morning one of our Incident Response Team members was doing traffic control at a collision on northbound I-405 in Bothell when a driver of a van slammed into the back of his work truck in the closed toll lane. Our colleague had to be extricated from his vehicle by the fire department and he was transported to the hospital with injuries to his shoulder, neck and leg. We had advanced warning signs along with cones set out and emergency lights on. The Washington State Patrol reported that the driver of the other vehicle, who was also hospitalized with non-life threatening injuries, is being investigated for impaired driving. Unfortunately, this is not the first time this IRT worker has been injured in a work zone crash while simply out trying to do his job, helping keep people safe and get home to his wife and kids. Just as unfortunate, this is not an unusual occurrence for road crews. Most drivers are safe and do the right thing, but it only takes one to change someone’s life forever. So again, we ask you to PLEASE do your part to keep road workers safe. If you are operating a vehicle, always be sober, alert and focused. Those workers are counting on you to help get them home safely. (Photos from the scene courtesy of Washington State Patrol)
  11. Local men help rescue driver from burning truck on I-81 BAILEYTON — Danny Karst and Brandon Stamper were driving down Interstate 81 on Tuesday afternoon like any other drive on a normal day of the week. The two men, along with former Kingsport City Manager John Campbell, had been meeting with the city manager of Sevierville and were heading home to the Tri-Cities. Just a few minutes later, they would be pulling a trapped driver from a wrecked tow truck, seconds before the cab became engulfed in flames. The scene was surreal and something the two men say they still can’t believe happened. The wreck occurred shortly before 3 p.m. Tuesday in a northbound lane of I-81 near mile marker 35. A tow truck driven by De Honeycutt of Chuckey was assisting a tractor-trailer driven by Daryll Packer of Fayetteville, N.C., who had pulled onto the shoulder after having blown two tires, according to the Tennessee Highway Patrol. At that time, Honeycutt pulled from the shoulder in front of a 2004 Volvo driven by Ronald Forsyth of Woodbury, New Jersey. The two vehicles collided and the tow truck ended up in the middle of the road. “I saw the accident happen and stuff was flying in the air,” Karst said. “We drove by it and by the time we went by, somebody was already trying to get in the truck to help (Honeycutt). There was a small fire burning and we could see fuel.” Once Karst pulled past the accident, he and Stamper got out and went to the cab of the truck. It had crumpled due to the collision and Honeycutt was lying half in and half out, with his legs stuck underneath the seat. “You could see it was starting to catch fire and two other people were trying to pull him out. He was hung up and they couldn’t get him loose,” Stamper said, adding that he grabbed Honeycutt under the arms, while others pulled him by the waist and legs. “By that time the back of the cab had caught fire. At this point, it was ... we either get him out or we’re going to watch him burn to death.” Soon after, the four men pulled Honeycutt from the cab and into the grass about 150 feet away from the burning vehicle. About 45 seconds later, Karst and Stamper said the vehicle was engulfed. “It pops into your mind as it’s going on, do I really want to do this?” Stamper said. “At the same time, I would hope someone would do the same thing for me, a family member or loved one ... do what they could to save someone in that situation.” Karst said the whole situation was surreal and doesn’t believe he and Stamper could have pulled Honeycutt out of the cab by themselves. “I believe it’s self-protection to do that. You’re living what he’s living, so you want to go get him out because it could be you in that situation,” Karst said. RESOURCE LINK

  13. The program is offered along Interstate 81 corridor to clear commercial crashes more quickly RICHMOND, Va. (WFXR) – A new towing and recovery program is up and running along the entire stretch of the Interstate 81 corridor. Virginia’s Towing and Recovery Incentive Program, launched by the Virginia Department of Transportation (VDOT), is applying an innovative solution that aims to help reduce the amount of time that drivers sit in crash-related congestion. “Virginia’s economy takes a hit of up to $1,200 for every minute that drivers spend in traffic. Incidents are the number-one cause of congestion on I-81, so we can make a real improvement on that interstate by getting lanes reopened more rapidly.” Stephen C. Brich, VDOT Commissioner 81 TRIP is an incentive program that partners VDOT with heavy-duty towing and recovery companies to standardize their response to commercial vehicle crashes. The program facilitates safe and quick clearance with improved towing standards, procedures and training. This program is supported by VDOT, the Virginia State Police and members of the Virginia Statewide Traffic Incident Management (STIM) Committee to help lessen the impact of major traffic incidents while meeting aggressive clearance goals. 81 TRIP pays an incentive of between $2,500 to $3,500 to a tow company that is able to open a travel lane within 90 minutes of receiving notice to proceed from law enforcement on the scene. Crash-related delays enact significant impacts on drivers and the environment and this program will work to help reduce lost-time costs, improve reliability and lessen the risk of secondary crashes that can occur in vehicle queues. Online resources available highlighting plans to improve I-81 corridor in Virginia These types of incidences account for 20-percent of all highway crashes and become increasingly likely until congestion is cleared. Locally-based towing and recovery companies were invited to participate in 81 TRIP. To be eligible, these companies must meet requirements to ensure only well-trained operators with proper heavy-duty equipment are dispatched to large commercial incidents. 81 TRIP is part of the I-81 Corridor Improvement Program approved by the Commonwealth Transportation Board in December 2018. 14. PTAO says Ontario Government continues to ‘ignore requests’ to meet, discuss tow truck industry standards Thessalon, Ontario — The Ontario Government has yet to meet with the Provincial Towing Association of Ontario (PTAO) to discuss standards and reform to the province’s tow truck industry, the industry organization wrote in an open letter on May 14. “The PTAO has made numerous requests to meet with the Premier of Ontario to discuss solutions to an industry fraught with corruption and safety issues,” wrote the organization. “The Provincial Government continues to ignore the requests of the PTAO to meet, resulting in the need to escalate our concerns through legal counsel. “The lack of consultation and appropriate stakeholder research is necessary to determine the required Government Regulations and policies that will provide safe towing on our highways.” The PTAO said it has conducted its own research and consulted numerous groups, including the Ministry of Transportation, to “uphold the highest standards of practice in the towing industry,” the results of which were published and provided to the government in negotiations. The PTAO also said it does not support the Ontario government’s launch of a ‘Tow Zone Pilot Project’, which was announced on March 2, 2021, and would see four sections of GTA highways become restricted tow zones. Each zone would only allow a single company to operate within the proposed borders, according to the rules laid out by the Ontario government. “The PTAO does not support the Provincial Government’s decision to rush through legislation without sufficient industry and public consultation. Elevating the highest Standards of Practice to serve the public requires the Provincial Government to fulfill its obligation to Consumers through a proper and fulsome research process of the towing industry to best serve the public,” concludes the open letter. https://www.collisionrepairmag.com/straight-to-voicemail-ptao-says-ontario-government-continues-to-ignore-requests-to-meet-discuss-tow-truck-industry-standards/
