Tow truck pulls out and destroys my front quarter panels

at about the 00:16 mark in this video the Semi veers into the lane the tow truck is merging into. This seems intentional as there is nothing in the semi's lane of travel. This leads one to believe the semi driver was distracted and is attempting to fault the Tow Truck Driver. This will be an interesting one as to who actually is at fault. I say it is the Semi Truck Driver who failed to control his rig and yield to merging traffic.

 

Then the semi driver stops in the lane of traffic even though he has a dash cam and the truck is drivable. This created a traffic hazzard whihc could have caused a secondary accident. It is my opionion the semi driver safety proceedures need to be seriously reviewed by the trucking company. Your opinion may vary on this one.
