Possibly because they missed Tow Truck Operators. Failure to mention tow truck operators may be an oversight or because the towing industry is a private contractor vs government agency. What would happen if one day the tow trucks just didn't show up? Would the value of the towing industry be noticed as vehicles blocked roadways. I'm sure passenger vehicles could be dragged out of the roadway. What about the overturned tractor-trailer blocking all lanes. Sorry for the rant, just get tired of not being recognized and sometimes or often being exposed to greater roadside hazards then those recognized in these videos.
