Does anyone have information regarding this tow truck that was struck last night.

The narrative with the images is:

Last night we got hit by someone not yelling to flares, lights and road conditions...

The punishment should be more serious for the pull over law, our drive was almost killed and he driver of the dodge got a slap on the hand...
