As officers were pulling up, they saw three people standing by the Charger, but once officers arrived, Sulieman fled.

At the time of the crash, the tow truck was on the right shoulder of the roadway.  Traffic was slowing and moving over as able as required by state statute.

Witnesses said Sulieman was increasing his speed and passing vehicles on the right shoulder area of the W. Beltline.

One witness had a dash camera that caught the incident on video.

The tow truck operator had previously called the Dane County Communications Center requesting assistance.

The driver had not yet exited his tow truck when he saw the Charger approaching him at a high rate of speed.

He felt he was going to be rear-ended and braced for the impact.  One person in the Charger was transported by EMS to a hospital with non-life threatening injuries.
