Axle Fork Tie Down Recommendations?

Do any manufacturers or government agencies out there have a recommended axle tie-down procedure while using axle forks?

 

 

We were told something similar to this was an improper tie-down today by New York State.

 

They said that two separate tie-down points were necessary along with two separate ratchets or tightening mechanisms would also be required to make it legal for transport
