Happens when Tow Companies stick their heads in the sand and are not active in a towing association. Then the towing association turns a blank eye and doesn't work to create regulations that do little harm to legit towing companies.  The legal companies are left to deal with the aftermath and the illegal tow companies just change the name again and continue those same practices which cause the regulations. Conducting business over and over till they eventually just move to another state. It happened here and there were not enough companies that carried until it was too late.
