We do long stuff all the time for them here, service calls out in rural areas, motorhomes, usually on nights and weekends when the providers don't want to go.
We just double up the price, take a PO, get paid in a couple weeks.

Would do it every single time! Although the driver of the vehicle died it more than likely saved another operators, officers, or firefighters life. Nobody needs to or deserves to die in a traffic accident but if the decision must be made, I feel the person who fails to exercise caution at the accident scene should draw the short straw.

BYOD here, have never had a damage claim but realistically there is a device repair shop on every corner anymore and if I had an employee that said something I would just pay the 100 bucks to replace a screen or whatever. All employees have their own password for dispatching software, credit card processing, door and gate entry. If they quit we just remove them and they are locked out. Any tracking of the phone when they are not on duty can be disabled by them at their discretion however if it is disabled while working they cannot receive calls.
