What is NAAAPTD?

Saw this in a Canada Group on Facebook. Seems to be a really heated topic and asking the question only heats it up more. The message board has always proven successful in finding professional replies without so much drama. Not wanting to start another controversy here, just want to know what is is and what the letters stand for!!! I've never heard of it, is this a well known group? Someone posted it was $100 to join, looks like they get into legislation. I don't know, just thought I would ask here. Thanks
