Variable (extra) rates for the following: weekends, after hours and weather?

How common of a practice is it in the towing industry to have different rates for weekends, "After hours" and weather related?  Your feedback would be very helpful.  The reason for the question is when our customers set their rates on our platform (Which they can change anytime), should we set up a place for their variable rates that may occur regularly to make it easier?
