What do you mean by certified? My tow company is in Wyoming. I have to have an annual inspection by Highway patrol, but this has been the case for years. I haven't heard of any special requirements for out of state company's. I believe as long as you are legal in your state you can go through Wyoming.  They are Changing some of the towing regulations but they have been working on that for a few years now and I don't think they have completed the new rules yet. I don't remember seeing anything about out of state tow trucks in the Last draft of the new rules I read.  would be interested in hearing what you heard.

My understanding is that any towing company coming into the state will have to be inspected by WY and meet your towing regs before being allowed to tow into the state. I have a call into WY, waiting to hear back.

You have to have an inspection, if anyone out of state tows into your state they are required to have an inspection by your towing coordinator.  No way around it. If a company picks up  in and out of your state, they have to have an operating authority also. Montana has something similar I am told and investigating
