Since these calls are rare, I would get an old eagle claw truck on a 1 ton just for this purpose.

ya, SCREW using a tow eye for recovery work... they snap off if using them at an angle.
Get yourself a couple 3 ft and/or 6ft green endless loops to wrap thru the wheels or control arms instead.
I get around 20 recoveries out of each strap and factor the cost into the rate.

These are an option that Twin Cities Wrecker does. Notice how far forward these are compared to the factory ones which look like a toddler just slapped them on the tail.
Seriously look at the rating for a 16 ton.... they can't/shouldn't be picking up the front of a semi.
Your plan of jumping to a true tandem heavy makes perfect sense to me.
